It's hard to believe that a filmmaker can tie in drag racing, a new electronic music scene and a city's water treatment system in one film. But when you have a city that is young and also a cultural frontier, as is the case with Tijuana (one of America's fastest growing metropolises), you have an abundance of varied material.
